The overall dipole moment is the vector sum of the individual dipoles. And thus molecules such as $CF_4$ or $"C"Cl_4$ are NON-POLAR because the vector sum of the individual $C-X$ dipoles is ZERO.

On the other hand, $CHCl_3,"chloroform"$, a common laboratory is POLAR, because the vector sum of the $CrarrX$ dipoles is NON-ZERO.
