Oil-based, latex paint, water-based paint, acrylic paints are all generally liquids and are composed of a pigment dissolved in a solvent, usually water or oil. The substance that the pigments are dissolved in determines the properties and how the paint will interact with other substances, for example, putting a water-based coat of paint on top of an oil-based coat of paint will not work (the paint will peel off the wall) because water and oil repel each other.
